In preparation for the upcoming New Year’s Eve Holiday, Constable Mark Herman’s Office has prepared an Operations Plan with the Mission to provide a strong proactive law enforcement presence to locate impaired, aggressive, and reckless drivers on the roadways within Harris County Precinct 4.
